Did our Town of Holland Board just break the Open Meeting Law?

Due to the Coronavirus pandemic, on April 13th the Town of Holland Board held a "meeting-via-phone" offering a call-in feature so the public could listen in and give their input to the Town of Holland Board on various issues. Good idea, but.....

I know of at least 3 people who tried calling in before 7:30 p.m. so they could participate, but the phone number provided by the Board did not work!!! Isn't that odd? Wouldn't they have tested it before the meeting?

When Town Clerk Janelle Kaiser was questioned about the faulty phone system the following morning, April 14th , she said they (the Board and Janelle) didn't know the phone system wasn't working until someone texted them about a half hour in.

Doesn't it seem odd that all the phones for the Board members were working (unless they secretly meeting in person at the town hall) but NOT the phones for the public??

So what did the Town of Holland Board do? Instead of trying to fix the technical glitch, or cancel the meeting until the phones were repaired so the public could attend, they just cntionued the meeting for the next 2-3 hours without the public!!!

I think that was illegal?
