If Solar Panels Are So Clean, Why Do They Produce So Much Toxic Waste?

When solar panels are damaged, we're told by the developers that they will be taken care of and replaced.

BUT – what happens to the toxic chemicals that have already leaked from the damaged panels into the ground and the ground water?

According to a 40-year veteran of the U.S. solar industry, damaged panels should be "properly" disposed.

But . . . will they just end up in some landfill continuing to leak because there have been no guidelines established for said “proper” disposal?
