County Comprehensive Plan Part 2

Does anyone know if a counties Comprehensive Plan has an legal binding or is it just something the county officials should use as a guide? Thanks

When our county was sued by private individuals for approving an 800 acre solar plant nobody wanted our county attorney said in court that the comprehensive plan was just a guide not legally binding. This was in Culpeper Va. Don't know where you are.

our county planning director called it a fluff piece that is required by the state... our county spent like $65,000 on that “fluff piece”

I’m in Indiana and it most definitely is NOT a guide. In order to give a special use, there must be findings of fact from the BZA that the proposed project meets the comprehensive plan. Try searching “Kentucky Citizens Planner Guide” and see if there’s an online state help for education to Planning Commissions and BZA’s .
